The pandemic limited the scope of this collection. There wasn't enough time for developing 4 Mario ports. Notice the presentation of the collection is minimalist or how the collection lacks things like an artbook compared to other collections (Super Mario All Stars (Wii rerelease), Kirby's Dream Collection), especially non-Nintendo collections. Super Mario Galaxy 2 could come to Switch separately with more content. (Sonic Mega/Gems collection, Mega Man Legacy Collections). In addition to unveiling Super Mario 3D All-Stars, Nintendo announced the upcoming Switch release of Super Mario 3D World. Nintendo is very protective of the value of their IP and felt 3 old games were enough even for a limited collection. Super Mario Galaxy 2 Is MIA, So Everybodys Sad. Super Mario 3D All-Stars, as barebones as it might be as a compilation, is a great way to experience (or re-experience) these games all over again. Nintendo felt Galaxy 2 was redundant and would devalue the entire collection somehow. Super Mario 3D All-Stars for Switch includes the first Mario Galaxy, and that choice has proven to be a disappointment for some fans. It was a joy running through all three of them. Two space games would oversaturate it compared to the older 64 and Sunshine settings. There are 242 stars in total: 120 standard yellow stars, 120 green stars which appear after you have collected the first 120 yellow stars and completed the game. Perhaps they felt that it's less impressive than Galaxy 1, at least cinematically speaking. Compare Bowser attacking Mushroom Kingdom or Mario and Rosalina/Lubba's rallying cry to fly to the final level. Galaxy 2 is treated with a lot less fanfare.
